Class of 1989 Duquesne University and 1993 graduate of Duquesne University Kline School of Law, Judge Craig Stephens holds a distinguished career in public service and law. He served as a Scott Township Commissioner from 1995 to 2015, dedicating two decades to improving his community through proactive governance and innovative public policies.
During this same period, Mr. Stephens performed three distinct legal roles for Allegheny County. Assigned to the CYF Unit in the Family Division, he was an Assistant County Solicitor. He managed cases involving children adjudicated dependent due to neglect and abuse, advocating for their welfare and safety. He also worked as a Solicitor in the Mental Health Unit of the Orphans’ Division, handling sensitive cases involving mental health commitments and care. Thirdly, he acted as Solicitor to the Allegheny County Ethics Commission, ensuring compliance and integrity in government operations.
Judge Stephens possesses extensive courtroom experience, having appeared before judges in the Allegheny County Court of Common Pleas, special masters, hearing officers, and administrative law judges, navigating complex legal challenges with diligence and precision.
In 2015, Judge Stephens was elected Magisterial District Judge and re-elected in 2021. Throughout his judicial career, he presided over 40,000 cases, serving over 100 communities in Allegheny County. His judicial responsibilities encompass a wide range of matters including criminal and civil cases, traffic violations, landlord-tenant disputes, truancy, weddings, emergency Protection from Abuse orders, preliminary arraignments, and issuing search and arrest warrants.
Admitted to practice law in the Commonwealth of Pennsylvania, the United States District Court for the Western District of Pennsylvania, and the State of New York, Judge Stephens brings a breadth of legal expertise to his role.
